There is big debate in Brazil about lowering the minimum age for criminal responsibility from 18 to 16. Thos for this act argues that the current high age only make minors getting used in crime. Those against argues that there is no resources to take of these youth and rehabilitate them; if they get sentenced to jail they for this reason would surely become criminals. In Sweden the minimum age for criminal responsibility is 15, in the UK 10.
In an interesting article in Thursday’s Folha de São Paulo I read something interesting about Petrobrás; Vinicius Torres Freire writes that the failure of the Brazilian oil giant owes more to incompetence and national pride than corruption. Something I can agree upon; even though billions of Reais have been stolen, the strict policy to almost not take in foreign companies has been worse.
The first leg of the state cup finals will be played on Sunday the 26th at 16h in Maracanã stadium, the teams are Vasco da Gama and Botafogo. The national league starts in May.
The next one or two years traffic in the center of Rio will be complicated during rush hours, big constructions in the port area are the main reasons. Works on Avenida Brazil will make transport to Ilha Grande and Parati complicated during rush hours.
